two things, first most of the board was appointed , when someone quit, second most of the board are government workers or retired workers, so the old thing of push lots of money at it , that will fix it. last people on the board should have children in the system, then you would have a daily report. case in point , kids love pizza , why do they hate the pizza in the school? is it because it is a cheap bad product?
